If by moment you mean the present instant, a moment is equal in duration to the fastest speed that something can change to any degree or extent. Once a change is made, the old moment passes and a new moment begins. The fastest that any event can change is the speed of light, apx. 186,000 miles per second in speed. Thus, a given moment passes by (for purposes of understanding) at this speed. As such, in our lives, each individual moment has imperceptible value, because of the lack of our ability to gain sufficient perception from the individual moment. Our brains, however, join moments together for purposes of experience and understanding, much like frames in a movie, thereby making infinitessimally small moments be experienced as a smooth protracted experience. The act of perception itself, however, has no bearing on the duration of a moment, or else the length of a moment would necessarily be variable dependent upon an outside observer/perceiver which is nonsensical. A ray of light crosses a room at 186,000 miles per second regardless of whether two people perceive differently how long it takes. A moment, therefore, relates to the speed of change (which is the speed limit of the universe), not merely perception of change, though the total inability to perceive change at any level necessarily equates to death for any living organism. A moment does not exist in a situation where there is no change or where time (and light) is perverted beyond our full theoretical understanding, but we know of only one such possible place, inside a black hole, where man lacks the ability at this time to understand the full effects. I cannot here address in full issues of the variance in the passage of time based upon speed (remember Einstein), but suffice it to say that despite such time-bending action, the definition of the present moment for any individual person or object is unaffected - at least until you reach the speed of light, after that, no one will ever know.

Moment is the shortest period of time that we can physically perceive..... this happens to be the time it takes for us to bat an eyelid... that is how moment is defined. Which means a moment is about quarter of a second. Even though our thought can change faster than that, it is not a physical process, hence not considered proper for defining a moment.
