Did you mean "2x^2" instead of "2c^2"?

And did you mean "+ 7x" instead of "+ 8x"?

If the answer to both of those questions is "yes", then the simplification of this problem is:

(2x + 1)(x + 3)
--------------------
(x + 2)(x + 3)

Cancel out the "(x + 3)" on the top and bottom, and you're left with:

(2x + 1) / (x + 2)
