Because even if a place is 24 hours..they may have to close for unseen reasons: health code violations, storms, acts of God, etc. For example...a Dennys near me recently had a shooting in it (some drunk idiot from a club caused a scene in there, got thrown out, and came back in shooting)..and the Dennys...although 24-7 has been closed for several days while the scene undergoes investigations.

I have actually asked a manager on night on when going in after a night of drinking. it is in case of emergencies and/or if they were robbed.
