Lots of factors affect the engines efficiency. Has the engine been tuned, valves set, injectors bench tested along with injection pump? Are the air filters or silencers clean. Is there enough ventilation in the engine room? Diesels need a huge amount of cool air to run at peak performance levels. Hull and running gear needs to be free of marine growth. Fuel has to have the minimum cetane rating for the engine. No exhaust leaks. Fuel filters changed on a regular basis. Correct prop for the application and proper engine/shaft alignment.
