Do you mean as a primary or secondary language? Because it is likely that due to immigration all over the world about 98% of the countries have some people who speek Spanish. But if you mean as a primary language then the narrows the list a good deal.

One way you can be sure to figure this out apart from asking here, is to look to Spain. Spain was a colonizing nation and ruled the waves from before Colombus until they were defeated by Great Britian. Once Colombus arrived in the New World, Spain began its conquest and along with it, its language.

Because of the location of Spain to North Africa and after Spain drove out the Moors, the Spanish had colonies in Africa.

If you look to the countires Spain colonized then you will find the countries that speak Spanish.

The Phillipines was a colony and they not only speak Tagala and English, but also Spanish.

Track the colonization and you will find out who speaks what language.
