try---
-she is new to the area and didn't realize she needed a permit.
-she had an emergency and was only parked there for a few moments (that could fly if the area parked in can support some kind of emergency)
-the meter had run out and she got the ticket before she could get back to fill it back up
-or you could put on your big boy pants and just pay it.
