Excellent question! I have had this same thought for so long. And have you ever noticed how long they are gone? How long do they think it takes? After sitting in the waiting room, then waiting in the exam room, the last thing I want to do is wait some more with that paper blanket and open gown!

To avoid any possible accusation of inpropriety and a potential lawsuit. It's called CYA.
Besides they have to multitask. While your getting undressed, (s)he is out there doing paperwork, reading charts, answering questions from the nurses, making phone calls, whatever.

Because there is a big difference between seeing someone already naked and watching the person get that way. Watching someone undress is more sexual. "Looking up there" is his job.

protocol, plus do you think they only see one patient per hour or something. They have other patients to see they don't have time to just stand there and wait. They dictate. They have phone calls to return. They have to eat. They have to drink. They have to pee. They have to poop. They have to shmooze with the drug reps. They have to fill out forms. No one wants to do a strip tease in front of their Dr. And i personally don't like them looking up there, but it has to be done.

To give you some modesty. You keep a gown on while they examine you. It isn't like you are sitting there completely naked.
