Tortoises, like many other animals with similar brain capacities, easily learn to recognize pattens. It does not take them long to figure out that THIS pattern of movement, noise, and colors means FOOD!
I have had a tortoise that would come up to me and nip my toe when it was hungry- only mine. (I have, of course, since learned to not let my tortoises walk around often since it is not usually a good environment in my house.)

i'm not sure. We have two tortoises which my dad takes around to educate kids on. The one is very personable and will keep her head out for petting no matter who you are. I think they just know that you are the person that feeds them.

It's hard to detect emotions in a tortoise since they don't have eyebrows. But if you're the only person it sees, then I imagine so.
