The movie is on the former Ugandan dictator, Idi Amin. Apparently, Idi Amin liked to call himself "The King Of Scotland", among other titles.

The question is: Why "Scotland" when he is in Africa?

Amin offered to become the King of Scotland after learning about Scottish seperatists. Obviously nobody took him up on his offer, but Amin gave himself that title anyway.

Much like the Gurkha's coming into service with the British because they people who treated with them were honorable and respected. Idi Amin was enamored with the Highland regiments of the British Army as the fierce warriors such as his tribe in Uganda. He even wore the Glengarry hat with the checked hat band, look at his early pictures before the gaudy Field Marshall Uniforms.

When he heard about the separatist in Scotland he offered to become their king. But he didn't have a good press secretary and the Scots wouldn't have anything to do with him.

The Scottish people had some know as moors....people of dark skin color who were native to scotland. Idi Amin was delusional and psychotic and believe many things that were not true, one being that he was a decendant of the Scottish Moors bloodline that was heir to a throne.
