Leaders are encouraged by voters, so it's up to the electorate to vote for leaders who will genuinely put climate change as a top priority. How do you encourage the electorate to vote this way - well if the likes of David Attenborough can't ,who can?
It would seem that until this problem starts to really hurt people in the Western world, they will carry on wanting and using more resources, until various catastrophic events which directly affect them, make them demand something be done - of course it will then be too late. Very frustrating!

Things wont get better until they restart human sacrifices to Mother Earth. Once the virgins (the few that may be left) are thrown into live volcanoes the great Mother may be appeased and the thermostat will be turned down.
Even if humans set out to CAUSE global warming, and bent every resource in their puny pathetic technology to raising the mean temperature of the planet, they could not do it. IF global warming is really happening, it is being cause by natural forces.

Then when these terrorist wackos run unchecked and finally manage to kill everyone including us and themselves, there will be no more people on the planet to cause global warming to continue. Nobody has true proof of either global warming or anything else. How many cycles of global warming and global cooling have we had during the earth's life? Could it be the "chicken little" mentality is the sky falling or was it just a nut? Is there really global warming or is it just a nut (al gore)? Finding a cure for mother earth... wow so natural so tree huggish...
You are sitting at home with the heat on, the lights on, typing on your computer as you eat and then shower in the morning so you can go to work as you drive in your car or ride a bus, train what ever. Your home is made out of plastics, wood, brick, etc that are mostly made outside of our country (as we produce nothing anymore). Sitting in your polyester covered computer chair made in china. Your lights are on through out your house as well as the monitor, refrigerator, TV, etc... drawing power from the Mean Power plant (who is polluting the skys because of your thirst for energy). You eat your processed animal carcass you probably nuked in the korean microwave. Showering in the morning as you suck the water from our rivers, lakes, and oceans stealing the life-force from nature. You rush out the door spewing pollutants in the air as your rush to work and why do you do all of this....
FOR YOUR OWN PERSONAL GAIN --- MONEY --- AND NOTHING ELSE.

You should be more concerned with business than government. It's not fair for governments to force business to pay higher prices to be global warming friendly when global warming is still just a theory. If you can find more cost-effective solutions for business that are Earth-friendly, they will definitely sign on for that.

Got news for you. The entirety of human ambition can be summed up in one word: greed. We do things because we want more. Plain and simple. everybody likes to have a few quid up round them,that will never change.(unlike the climate which has been doing its own thing for millions of years,the last ice age was only ten thousand years ago,and not a 4x4 in sight!coming back to a few quid gear yourself up for a raft of "green" taxes to pay for our great leaders s class Mercedes and extravagant lifestyles,meanwhile the planet will continue to produce more greenhouse gasses through volcanic eruptions and natural radiation than we ever could.)

One major problem is that with the economies of China and India in overdrive there is no way these developing nations are going to agree to such drastic restrictions. Between China and India the amount of pollution the US creates is tiny compared to the two giants.

We cant stop them from starting wars we don't want,so I'm afraid
global warming has no chance.
Greed,personal gain,ambition,growth are all more realistic when
human nature is involved.
