Depending on the office structure speak to your personal or human resources dept or your boss's boss. If that isn't an option talk to the job centre and find something else to do. Life is too short to be unhappy at work.

Is he/she the main boss or is there someone that is above them? Do you have a Human Resources Department that you can file a grievence with? If they are in charge of everyone about the only thing you can do is to document everything that they are doing and go to L&I and tell them that because of the stress level at work you are forced to quit and you might be able to get unemployment.
