OOH try these two:
Twilight - by Stephenie Meyer
http://www.stepheniemeyer.com/twilight.html
It's not exactly HP but it's a fantasy novel about vampires most of it is romance
A Great and Terrible Beauty
http://libbabray.com/libbabooks.html
Similar to HP with a female protagonist has more romance than HP

Hmmm... You know i don't know about it being a boy with glasses and such but Tamora Pierce's Lioness Quartet was much the same. About a girl who grows up to defeat this bad guy in a 'school' environment. Actually she was training to be a knight but they learned magic, school work and the knight stuff. The book also has some romance (2nd, 3rd and 4th books). The "Protector of the Small" series is also good with romance but not so much magic. Cheers!

I agree with the Tamora Pierce suggestions, but I must say that I LOVE Trickster's Choice and Trickster's Queen. I'm a romantic and these books had some romance, but were so interesting that they kept me reading even when there wasn't any romance in the chapter. Happy Reading!

don't know whether this would fit the bill but my niece who loves HP also enjoyed the "Song of the Lioness" books by Tamora Pierce. I liked them when I read them when I was younger because romance is part of the story. Don't know if I would enjoy them now as an adult (or how old you are) but I do remember some adult themes so....

Circle of Magic quartet
"Sandry's book"
"Tris's book"
"Daja's book"
"Briar's book"
Circle Opens quartet
"Magic steps"
"Cold Fire"
"Street Magic"
"Shatterglass"
all by Tamora Pierce
they have a LITTLE bit of romance but only in the Circle opens quartet because in the first part, the main characters are all 11. in the second one, they are teens and better suited to romance. and, as you can see by the title, they are all magical.
also, Wicked.
it's chocked full of the failed romances of the Wicked Witch of the West.
