As either winner or runner-up of the League cup.

Also if it's Arsenal vs Chelsea in the final, where does the UEFA Cup place for next year go to (assuming Spurs don't get into Europe through any other method) Might it go to either Spurs or Wycome??

Nope. The runners-up in the League Cup do not get an automatic UEFA Cup berth. This only applies to the FA Cup, because that is the main cup competition in England.

If either Chelsea or Arsenal wins it (assuming they both make the Champions League) the UEFA Cup spot goes to the sixth placed team in the Premiership.

If both cup finalists qualify for Europe through league position the UEFA cup spot for the cup goes to the next highest finishing team in the league that have not qualified for Europe.

Should one of the 6 teams in the premiership win the FA cup, then the runners up will recieve a UEFA cup place, the league cup runners up do not recieve a UEFA cup place whatever happens....
