My understanding is that this gives the community time to voice any disapproval of the joining.

They announce it three times so that there is an opportunity for people to see who is getting married so that if they know anything bad about either of the two who are getting married such as infidelity , they can raise an objection and stop the wedding from taking place.

To make sure that everyone knows about the marriage, that is is real, and to give the opportunity to stop it if people know that one of the parties are married already.

It's "banns." It is so that if anyone objects to the marriage they can come forward and voice their objections. This is something that they used to do until the 1800's, I don't know that it still occurs though.
