Not sure on flat prices in your area, but at 18 you can take a tenancy on, if you are full time student you would not have to pay council tax, rent would have to be paid so you would need to apply for jobseekers or income support, then apply for housing benefit which would pay some of the rent, you dont say if you are working part time or not, if you are you would still get help with rent, it would be paid for you, but perhaps not jobseekers or income support.
