Groups of hooded youths hang around in front of my local shop thinking they're hard by smoking rollups and swearing at passers by.
Not much muscle between the lot of them, skinny, short and weak looking.

The whole sub culture is a direct result of inadequacy, so it is not surprising that its adherents display their numerous defects.
Here in Medway we differentiate between 'hoodies' and 'chavs'.
Hoodies are an irritant with a short shelf life here. They cause some trouble for a few days then they are tracked down by some 'tasty geezers' who show them the error of their ways.
Chavs are a far more invasive and long lasting problem in that their effect on the local community is to lower the tone over a long period of time. They are less likely to directly threaten anyone but instead they drip feed irritation into the community by being revoltingly thick and behaving like leeching vermin.

That's why they engage in this "hard man" behaviour...they're compensating because they know they really aren't much. Running in packs makes them feel big and strong.
