1) Partition Magic (costs money; search your favorite store)
2) Partition Logic (http://partitionlogic.org.uk/)
3) GParted http://gparted.sourceforge.net/ (get live CD or live USB version)
4) Knoppix - Get Knoppix (http://www.knoppix.org/) Open terminal > type command qtparted > Follow on screen instructions.
5) http://www.sysresccd.org/Main_Page (uses GParted)

Yes, there is a program called PARTITION LOGIC you can find on http://www.download.com
You will burn it to CD and BOOT to it, it can resize the partition without harming the computer.
I do no recommend doing this though unless you are going to run a full clean format.

No, A drive letter can only be assigned to the entire drive. You can create bootable partitions or use a RAID but you cannot split up the drive itself.
