contact ebay and goto the section on item not as described on the dispute page. it dosn't matter that you left feedback already or how you paid.

Go to the Paypal web site and you will find a complete and clear explanation of the process. However, be aware they can find you are correct but cannot refund your money if the Seller refuses to agree and closes the bank account.
Perhaps you should offer to buy the odd pair of shoes the Seller now has - keep the pair that fit your feet and sell the other pair on eBay!

Go to the Help button on Ebay and type in Item Not
Received and then click search. The results will bring up a claim that you can file with Ebay/Paypal if the item was not received or was significantly described wrong. Just follow the instructions after clicking the link. I had to file on last week! Some sellers just SUCK and are dishonest!!

were the boots represented as being of a certain size in the listing? If so then they must be that size or the item was misrepresented, which in itself is a reason for a refund. make sure you point this factor out to paypal and ebay and they will get your money back for you! Fair warning though it is a slow process. also note that right here in your question you said you wore the boots, tell them that you meant that you tried them on there is a difference.

Dont expect too much help from eBay or PayPal.

Speaking from experience.
