CD-ROM is only a name for a Read Only Memory on a Compact Disc. However it's nowadays synonymous with a data CD for PCs.
An MP3 CD is a normal Data CD-ROM with MP3s als data files on it.
Depending on your CD player, you can put a data CD wit MP3 files on it.
If the Player has MP3 decoding capabilities, it will find the MP3 files and play them.
Normally the CD Player will have special logos, that show, that it is MP3 capable.
If there are no signs for MP3 playback you can test your player. Turn down the volume so that you don't damage your speakers accidentally by pressing "play".
Put your CD-Rom in the player.
If it only shows one track (and you have a lot of MP3s on it) then it will not work. Test it by pressing play. If you only hear screeching and hissing sounds, then your Player is not capable of MP3 playback.
You can burn your MP3 collection as a normal Audio CD with most burning programs.
However, you will only get the normal 74 or 80 Minutes of audio on one CD.

lets see, a cdrom is generic while an mp3 cd is specific. with this i mean the formats the store. a cdrom can hold any format ranging from cda, mp3, wma, wmv, avi etc. An mp3 cd on the other hand can hold only mp3 formats and nothing else. Because mp3 files are usually small, an mp3 cd tends to store more files, say like 100 songs. a cdrom might just store 20 or something less. cdrom can be played on ANY cdplayer but mp3 cd can only be played on a cdplayer that can read mp3 formats. But why the stress, most cdplayers can read mp3

Nothing; An MP3 cd just has a data Content, and a CD ROM is a CD Blank, unrecorded ( in most Cases) and could have any type of content
