At least I think it was either called that or it could have been called Hatty time. ,,, it centered on a village where all the residents were hats with legs.

The main character was a Mexican Hat i think called carrots,,, Ive been trying to find imfo on it, for nostalgia value but cant find it anywhere,,,,,

If anyone remembers it and thinks i have the title wrong please tell me,, i would guarentee 10 Points to the person to put me out of my misery, and tell me where I can find imfo,,, tried wikipedia, you tube & Myspace

I do seem to recall a show where all but one of them wore hats. It was called "Lidsville" and it was produced by Sid & Marty Kroft who also produced "H. R. Puffinstuff". Among other Saturday morning favorites. Charles Nelson Reilly was a badman and the one trying to save the Hats was played by a guy named Mark... I don't recall his last name, but he had an English accent.

Tales of the Riverbank with Hammy Hamster, GP and Martha the Mouse. I can't remember whether Martha was in the British series or just in the Canadian revival.

no, but I do remember a 70's children show called "Lidsville". and all the characters were hats with legs. It starred one human that was played by Charles Nelson Reilly. Not sure if that's the show you mean.
