Well that is a hard one, too many variables. It could be an old school cartoon like Superted (remember those yummy vitamin tablets!) or Bananaman! Or it could be a character like batman, but then I've never really liked the 'cartoon' of batman although the comic books are superb (especially ones like 'The Dark Knight'). Wolverine is a great character but again I thought the cartoons created from the original comic books lacked a little something. At the end of the day it's who you want it to be and for whatever reason!

Let's see, Marvel vs. DC. Superpowered being vs. highly trained normal. Poor vs. Rich. I could go on. But let's break it down for a comparison. Spiderman was a high school student gifted with the bite from a radioactive spider. He at first, tried to use his powers for selfish ends, but his Uncle was killed, and he became the more responsible hero we see today. Batman saw his parents murdered right in front of him when he was but a child. He then began training his body to human perfection. He wanted to insure that criminals paid for their choices. I'll not argue that Batman isn't a super hero because he has no powers, instead I'll say who seems to be more heroic.
Spiderman was thrust into the role of hero after a poor choice forced him to face up to the whole "with great power comes great responsibility" thing. Batman trained his whole life, focused on making criminals pay for their misdeeds. Criminals, by and large, are considered a superstitious and cowardly lot, so I'm sure that Spider or Bat would have the same effect. I would have to go with Batman, myself, just because he always wanted to be a hero. Although i'd say that generally, Spiderman acts more heroic.

That depends. If you mean, Who do YOU like best, everybody has a favorite. But if you mean, Whose adventures have been translated into the most languages besides English, or who has the easiest public recognition, or who has had the most advertising and marketing connections, the world leaders are…

Tarzan and Superman.
