First of all, you dont love her. It may feel like love but it isnt. You like her a lot, Im sure, but until you know her and develop a relationship with her, you will not know what love is.
Second, it's not that you CANT make a move. It's that you WONT make a move. You have convinced yourself that you cant. Just do it. Go to her and tell her that you would like to know more about her. You need to stop believing that you cant do stuff. Get your emotions in check and lead with your head, not your feelings. Your feelings will lie to you all day, every day. Your feelings say "I cant," but if you listen to your head, its saying "go ahead and ask her. The worst she can say is no, and so be it. If she says she is not interested, there are so many girls out there, my friend.

Take baby steps... chat with her...get a fun little game going between you that you both can play at. Like do some people watching together. Ask her to tell you what she thinks about each person walking by...you get to know some things about her that way. Make it fun and laugh. Just run into her and start your special game together, it will make you closer.
When you feel it, say you are on your way to lunch, dinner, can she come, if she's free then maybe she will, but if she's working and can't you will see by her reaction if she would want to. Then say ok let's go after class, work whatever. If she can't then let her invite you next.

What do you mean you can't? Or do you mean I wont or don't want too? There is a big difference between can't and don't want too. Get up the courage to ask her something, anything, even if its just to say hi or 'what are you doing this weekend?' kind of thing. If you ask her out and she says no you're no worse off then when you started this question, but if you do ask her out and she says 'yes' then you have made a move forward. Just ask her out man, life is to short to waste on 'should i and shouldn't I' kinda of questions....JUST DO IT

GO FOR IT! theres nothing to loose! u might not know until u go for it.. maybe she is just waiting for u to "make a move" as u call it! so go and ask her out us girls just love it when guys ask us out or "make a move"!
