The Mobile Networks are required to keep all messages for a certain period of time (maybe 12 months?), and so they can be recalled.

However, unless you are part of MI5 or whatever, you would probably need some form of Court Order to be granted access to it, and even this may or maynot be possible, depending on your reasons for wanting the messages!
