Hair is bleached by the sun, a chemical reaction. Skin darkening is to do with a pigmentation reaction, designed to try and protect the underlying layers from further damage (I think) - which turns the pigment darker.

Your skin needs to be protected from the sun so it darkens up to make it more hardy to sun exposure. Your hair doesn't matter because it is dead.

it has to do with pigment i think. When your skin gets darker or sun burnt its just that burnt. Your hair isn't made up like your skin.
