If your refering to a storage device (hardrive) with windows XP on it, it is only accessable via the OEM XP Disk by deleting the partition/creating a new one, and then formatting the drive from there. The NTFS file structure is very user unfreindly and does not support FDISK functions.

the best way is to take the Drive out of the enclosure, if it is IDE drive and connect it to your PC directly and then format it from the PC. i tried doing that the first time i bought my external 3.5" and that's what i had to do...try haRd dUdE!

nope. It could be any number of things, the disk, the drive, or the driver.
Try downloading and installing the latest driver...try another disk...then, get a new hard drive.
