As a female who has worn clothes with ties on them, I agree that if the article of clothing doesn't need a tie, why have it. My guess on why they do is simply a fashion statement and it has become increasingly popular for a while. I've worn shirts and dresses with ties on them even though there was no need but I am one of those females that don't tie them, though, I don't let them just hang either. Usually I just make a loose tie and leave it at that, no bow or anything. I do it not because of attention, but when I wore these clothes to work, it was uncomfortable to sit and have something poking you in the back. As far as having a dress with a tie that was along the waist, I would just wrap it around my waist to make it appear somewhat as a belt and not a bow tie...to me, its just tacky. Perhaps the females that don't bother to tie it are either lazy, think it looks good just hanging there or perhaps they did tie it and it might have come undone.
