Government hospitals are established by the State/Central Governments with a view to provide free treatment to the poor people and cheaper treatment to other classes of people. In patient and out patient treatment are given to the people in the Government hospitals. Surgery is also carried out in Taluk Community hospitals and Medical Colleges. The expenses towards salary of doctors, nurses and other members of staff are met by the Government. Expenses for medicines /surgery to the poor people are also met by the Government. The functioning of the Government hospitals checks the dependece on private hospitals by the common man.

But, it cannot be said that the Government hospitals are doing their jobs properly. The doctors, medical and para medical staff of the Government hospitals are lured by the private hospitals. So, their services are not made available to the poor people. The quality of the services is also poor due to this fact.

The private hospitals now a days have become business houses of millionnairs. Hypocracy is the rule of the day of the so called doctors who pledges the doctrine of the Hypocrites, the founder of modern medicine.

The answer about VA hospitals is right on The others had some accuracy, but as mentioned many of the government owned hospitals are inefficient or downright non operational

Healthcare costs money whereever it is being delivered from, & government facilities have frequently been under funded & over utilized..

If you mean VA then the answer is that during war time the Government had to have a place to ship its war wounded. The civilian hospitals would have been deluged with these victims. .Civilians would then have no place to go to receive help.thus the need for two different Hospitals.
