why should a mom clean it? the boy should be able to.
and do not pull the foreskin down till the age of 9-10.. or it may be too painful..

After a young man is seven the best way for mom's to check for cleanliness is to ask but never touch or look. At 8 and above a boy should be educated as to what needs to be done and he should do it as part of his own hygiene. Do not retract the skin until it occurs naturally by the young man doing it himself. Then it is a simple process to retract the skin wash with soap rinse well and dry. You did not give your age. but if you are old enough to ask this question you are old enough to have your privacy from Mom and other adults. The only time an adult should see or touch your penis is when it concerns your health and then it should only be a parent or a doctor or a nurse.

all it really needs is to be pulled back gently, not too far and for the head to be rinsed clean with water, teach him to do this himself so its not embarrassing or psychologically damaging for him.
Not if they are too young though because while very young, the foreskin is attached to the head of the penis and can not really be pulled back.

The basic idea is leave it alone as much as possible until your son starts to retract it himself, then teach him to wash there the same as he washes behind his ears.
