The best way that i have found to build a website is through Webstarts. It has a unique drag and drop interface that makes it extremely easy to use.
Here is the link.

Website Hosting
While hostmonstor is good I can only recommend one host. Multiple websites in one account for free, and seperate email for each site. Check out the huge storage space and data transfer! Ive had not one downtime yet. My questions were answered resonably fast. Use the discount code at the end of this link for first month free! http://discount-host.notlong.com

if you are testing out painting a simple webpage, free hosting sites like pages.google.com, geocities.yahoo.com may be satisfying your current needs. These free service usually comes with a handy WYSIWYG tool for users to draw up the webpages. However, these free hosts are generally not as flexible as a full string hosting account and usually does not allow more complex coding (i.e. only HTML pages, no suport for PHP/ASP/Perl/CGI or database support). Also, you may not allow to use your own domain name for your website depending on the free host's policy.
A shared hosting account (i.e. many domains/accounts sharing one server) usually allows users to FTP upload/download, which is essential for webmaster to put up their webpages, usually webmaster will be using a website development program such as Macromedia Dreamweaver to develop the website in the PC, then upload the completed website using FTP protocol to the shared hosting account. Generally, shared hosting account will have more resources (i.e diskspace, bandwidth, email address) and support for programming languages like PHP/ASP etc., and support for databases like MySQL/MSSQL etc.
For the start, you may want to try out the free host just to have a feel of building a simple website and slowly move to getting a shared hosting account if you feel like developing a more complex website.
Hope that helps.

If you intend to create more than 1 website, go for multiple web hosting where you could handle your websites in one account.
Visit Following webhosting which is quite good.
Hostmonster http://snipurl.com/1512d
They offer hosting of "unlimited domains" and you will get massive webspace of 200000 MB (200 GB ). They only charge $4.95/month and they offer "a free Domain Name" and installing service called "Fantastico". By using Fantastico, you could create own forum, photo gallery, shopping cart (e-commerce),your own auction site and your own blogs within few seconds. They also offer "Free Website Builder" as well.
Visit the site to check details.
