-If you are using windows xp, you can use the system restore option in system tools to restore your computer to an earlier restore point, restore at the date when the speakers were working properly. That should solve the problem.
-If you are unable to restore them , then check if there is any sound on the pc
start > control panel > sound and audio devices
click on sounds tab
At the bottom choose a program event, and it will display a drop down menu under sounds. If you click on it many default sounds will be listed, choose one and click on the play button , you should hear a sound. if you do not listen any sound here then you have to reinstall the sound card drivers
-Click on add new hardware wizard in control panel, let it detect the hardware automatically, if it detects the sound card, ask the computer to find the drivers automatically, you will need the windows cd in the cd bay to get the drivers.
-click on start > run
type dxdiag
press ok
directX diagnostic tool opens
click on sound tab
note down the name of the device
-use belarc site advisor to detect the sound card
http://www.belarc.com/free_download.html
Once you find the name of manufacturer of the sound card and the product ID then you can do a google search to get its drivers for your version of windows. Download and install the proper drivers

Was the drive you've put in already loaded with the OS? If it was, then it might be better to do a clean install of windows.
It seems odd that the CD won't read. Perhaps a surge killed the old hard drive and broke the CD. These things are tricky. If you can try out a different drive in the pc, that might tell you if yours is ok.
Check the jumpers on the drives to make sure that there isn't a conflict between the HD and the CD (master / slave).

Your best bet would be to determine the type of motherboard you have and download and in stall a new set of drives for your sound system on the board. If you replaced the hard-drive you will have no restore points as there are keep on the hard-drive. You will have to add the icons to your task bar. Because most of these setting are keep on the hard drive. If you made a back up of your system before your replaced the hard drive and you did not change anything in the BIOS, you can restore your system to the replaced harddrive, make sure you format the replaced hard drive with the same formatting parameters.

Try Sanjay's answer if it doesn't work then;
Go into your system BIOS ( press DEL ) at startup;
make sure that your LEGACY audio is enabled then press F10 to save and exit.
Once you've start windows then go to control Panel > SYSTEM > Hardware > Device Manager
and see if you have any conflicting devices ( yellow triangle )
If yes then you have to re-install the driver that is conflicting with your audio device.
Restart your pc and check your audio again - make sure that your sounds are not MUTED. or set at very low volume. Put everything up to maximum.

I think you should try and open up the system case and verify that the cables and connectors are properly plug-in
