I don't think it's London, but somewhere in the Home Counties, as in the 1997 Christmas special, Victor makes reference to a newspaper article about his new caravan being towed to his house in the Home Counties...

It was Shawford near Winchester. It was near Shawford railway bridge that Victor met his demise.
