First it has to be proven without a doubt that the country is involved in sponsoring terrorism. Because, generally, terrorism is carried out by a small band of people, not directly connected with the govt. of the country. If proven, we can occupy the country, like iraq by US, and dismantle the terrorist outfits. I think, US and the west will also support the move, as they are also affected by terrorism
