I used to have school teachers call students honey and darling. So i say it can be used for anyone. I hear people call others by those names even if they dont know them.

I call my best male friend in the whole world 'sugar' or 'darling'. I call my female friends darling also.

These term and phrases are used mainly towards those who we have some form of affection for although it does not even have to be someone who we know directly. They are just compassionate sayings showing that we care.
