Becuase the lack of air in the water creates a vacuum and makes the costume suck in towards where there is air, which expells the air from that area and the costume stays there, like its stuck
So when they come out of the water, the costume is usually very snug against there bottom and they don't want people noticing, so they take it out!

Heh, I think it's because the skin tight material of the bathing suits rides up their crack as they get out of the pool and they don't want to stand there with their *** hanging out, even though it usually almost is anyway...
Amusing though, I absolutely agree. It happens everywhere in the world where women get out of a pool.
