yes,i always consider tattoo as an art.i love it.
my mother hates tattoo and as she was always telling us,if we think of doing it then get ready since she will pour a boiling water in to it,so when i had a chance to work far away from her,i decided to have one,i did it and have 3, one at the back of my neck a chinese character, 2nd a dragon at the right side of my upper back and the 3rd is a tribal design in my lower back hip,i did it in one day(for 7 hours straight)and i love them.
finally when i go back home for holiday,even though its hidden,my mother accidentally found out while im sleeping but she didnt do anything.

Yes , With art design, There's no way you are gonna draw tattoo.

Only the cool ones. The tattoos copied from the flash just look like crap and it's obvious when someone points to a pic on a wall and says "I want that, put it right above my buttcrack".

Not art:maybe modern art:it depends on the tattoo and who's body it is on.
Have seen some awesome ones:real art.
But seen crap tattoos too.
