There are several ways to see this. In UK we have elective dictatorship which means the UK.gov, once elected by the people, is expected to 'govern' and to 'lead'. This means it will issue orders, laws and commands which we the people agree to accept and carry out. Don't worry, there's will be an election when we can all go out and get rid of the existing UK.gov if we wish.

The USA is a 'Constitutional Republic' with a democratically elected US.gov. The government of USA is not an elected dictatorship and must listen to all of the people all of the time and try to take a sizable majority with them on the issues which are closest to their hearts.

In reality, even though George W Bush is seen as having executed a seriously fast U-turn on the issue of Global Warming, it is the American people who are leading Congress and not the other way around. Americans are already converting their monster 4x4s to less polluting fuels, LPG etc. They're also voting for people who are more supportive of their 'thinking'. Congress is now largely under the control of the 'liberals' [Democrats] and they want to do something positive about turning back the tide of Global Warming.

Mister Present, it is never too late to repent.

I do not think that George Bush cares about climate change. I think he is not even well informed about the situation just because there is nothing to make money and generate power out of that (that's what he might think).
And we can contribute to reduce carbon emissions by studying different ways of generating energy, based on renewable energy like sunlight, hydro, winds, or even gases from things like trash. For christ sakes! there's even a car that runs on water!!! They can mass produce the vehicle but instead they keep pushing for the normal cars because there's money on the petroleum business.

No he doesn't give a shi t about climate change, it is all an act. It is up to each and every U.S citizen to decide if they want to be a little Greener and cut carbon emissions. I drive a 2 litre Turbo Diesel car that does 65 to the gallon, and has very low carbon emissions. It is still capable of 110mph and 0-60 in 13sec.
Lets face it you don't need a V8, V10 or a V12 to go shopping, and putting energy saving light bulb in your house will also cut down waste and your electric bill.
Look to efficient solar heating units to heat house hold water.

Well, if your question is based on the promises he made in his State of the Union, I'd say that he only wanted to " feed" congress with some promises which disappeared in the bin right after making it.
As what concerns the possibility of the reduction of carbon emissions , I'd say that the industry should take some action, e.g. finding ways to making new renewable energy-systems affordable. This could be achieved in setting up something like a reward-system, which rewards those companies which enforce those actions with lower taxes, or something
Politics alone cannot tackle this big issue, there should be a common thinking.

NO GW does not care one bit about climate change and it is not America that you need to worry when it comes to carbon emissions. It is China and India. Those two countires dwarf us here in the U.S. 4 or more times over each. We actually have rediculously outrageous emissions laws here in most states. All the way down to lawnmowers and weedwackers. Actual fines in some states for not getting emissions tested on chainsaws! For once, it is not us

It is time for the internet to have a real place for us to debate the world's issues in a civilized manner.

Why Worry. Bush is the great decider! All powerfull Leader he has to make the hard choices. Leave the guy alone!
How can any nation whose leader is supported by 45 million Christian Zionist accept a a scientific ruling backed up by ice cores and geological samplings from over 100,000 years of age when they know the earth cannot be older than some 5 thousand years.
How can any nation of job scared admit that they may be partial cause of earth warming. It is not plastics or carbon based fuel that is at fault, it just GODs way of warning about the end times.
Does Bush care?
As long as he has water pruifiers and bottle water supplied, ionized air filtration in home, and as long as his air conditioning runs to cool him off after his only outside exploits of short bike rides or playing at being a rancher he is fine with it.
Too bad we do not have a nation ruled by the people instead of by people so scared of losing a job or getting their religious and polical biased nuts all twisted up, that they cannot look at issue with their grandkids futures in mind.
Of course if your grandkids are gonna get raptured within the next few years what does it matter.
Instead of asking why we have to have the voluminous amounts of luxury items and foods we only look for ways to insure we keep those items while finding better ways to produce them.
No hardships must come from finding those sources of free luxurys, while we let others suffer until we do.

My Gawd...After having read some of the other responses here. Geeze.....For one, they are imposing HIGHER standards on cars in America for pollution control. They are working on hybrids that are feasible to operate and are cost effective for the poor working slob. Granted, a lot more needs be done, but change does not happen overnight. There are also "gray" areas that need be addressed, but for political reasons and MONEY they are not being addressed or not aggressively enough. For instance....BIG trucks need not pass emissions tests to operate. WHY??? They are the ones spewing out all the black smoke along the highways, gagging the cars driving behind them. (I own a trucking company, so don't rag on me that I'm picking on the truckers)
SOME things backfire too, whether we realize it or not. More rigid guidelines on emissions from factories.....forces the company to hike prices up which in turn gets passed along to the consumer. If it gets TOO stringent, especially for the small business owner, they go belly up or ship it out of the country where the standards aren't so strict or they can compensate by paying with rice and fish heads. There goes jobs along with a knock to the economy.
Lastly, global warming is NOT just an American issue. It needs to be addressed all over the world.

Apparently not. The US could make a huge difference just by buying cars with European levels of fuel consumption. Americans are generally wasteful of energy because it is so cheap there and they have huge scope for efficiency savings. Capture and underground burial of CO2 from power stations is practical; it just costs a bit more. Beyond that wind and solar power programs, and investment in high speed rail lines to reduce the need for air travel would be good.

If Bullshit cares about climate changes-I think very little. As for the second question, I think the US should reduce its military industry, and this would reduce carbon emissions.

George Bush can inform China and India that they are the major contributors of carbon emissions. And it's time they did something about it
