the question means that how the problems like
(1)collecting revenue
(2)bhrashtrachar
(3)spending govt. money in many unusable matters
etc. can be solved?

India's problem is its incompetent corrupt bureaucracy...
I see no near term solution..

The economy can be improved by improving the productivity of the population. ( Not in the growth of population) Basic needs are:-

1.More employment opportunity which leads to earning power..
2.Education.
3.A environment devoid of disturbances due to law & order problems.
4.An efficient and transparent administration which encourages investment.
5.A rational taxation system on which portion of earning are attracted back to productive investment.
6 Well, corruption. That will not exist in the above environment.
