Maybe. Perhaps because Iraqis are unskilled at the science of hanging.
If they had run him feet-first through a plastics recycling shredder it would have gone much more smoothly, and, as a major proponent of these machines (for his victims), many would have considered it just. During his reign this was a favorite method of execution, so there would have been lots of operators around.
Then, of course, there were the 500 or so undeclared shells of Sarin and Mustard gas laying around that could have been used. But the Americans took that away with lots of yellow cake. (Darn that Mr. Bush---ruining the Shite's fun like that!)
