I would ring around your local car parts dealers and ask them for a price for the parts (always ask for the price including VAT). I find Partco (Unipart) are usually the cheapest.
Then ask your mechanic how much just to fit the parts.
Ring a few others to see if you can get it done any cheaper. You are going to pay the re-test fee anyway.
It's worth a go for the cost of a few phone calls.

I do mechanical work myslef mate - thats steep if you ask me! If I were you, Id price the parts yourself from a motor factor (bearing in mind the garage should be getting them even cheaper, at trade discount) and take the parts total off the 250. Should be no more than a few hours labour max, and any more than 30 quid an hour labour is a rip off. If you are getting charged much more than that, go elsewhere!

No 250 is alot plus another 60 for a receipt which should be free. You should always get a receipt for any work done on your car at no extra cost! Get a few more quotes I'm sure you'll find somewhere a lot cheaper.

Sounds about right. I know some places charge the same rate just for the back brakes. You could just ask around, but you may not get much cheaper unless you find someone to do it on the side.
Would do it for you but live to far away. Would only cost like parts around 75 pounds. But then it just may be easier to have the shop do it instead of going through so much to find someone cheaper.

The cost of a complete set of pads and rear brake shoes are £48 from Miilfield autospares millfield Peterborooigh so judge for yourself , if i was doing them i would charge £80 labour and be happy with that 2 hours work tops. shop around

I would go with the £250 option, remember it is the brakes on your car and your or someone else's life may depend on them one day, best done by professional rather than a fly by night to save a few quids

Sounds a little dubious to me - the "without a receipt" implies that they are trying to avoid it going through their books, probably for tax reasons. Always get a receipt, it's the only proof you have if something goes wrong.
I'd check with several other garages to get their prices first.
