I like angelfire.com They have all sorts of tools to help you. Start in basic and pick your basic colors and lay out. You can always switch over to advanced later (but you can't switch back to basic). They also have info on writing basic code.

YES, you can make your own website using any free web companies. Depending on your requirement you have to pass several cycles e.g. registering yourself, choosing templates etc. The process can’t be endless. So it’s better to determine your specific requirements first before starting –
1.Your preferred URL e.g. http://you.serviceprovider.com or http://www.serviceprovider.com/you etc.
2.You want to build a webpage or a complete website.
3.You’ve any pre-designed template or you’ll choose it at the same time of building the site.
4.You have written the contents or you’ll write at the time of building the site.

As per my recommendation try the first resourse to design a single page and try the second one to design a complete website.

Regards,

Any free web host is fine. What you need to do is learn HTML/XHTML/CSS

http://www.w3schools.com/ has great free tutorials.
