it will tell you the city & cell phone provider (if that helps).
If you "have to know", here's what you do:
1) Go to a pay-phone and call the mystery cell #. If they refuse to answer it, then you get to hear "Hi, this is SO & SO, blah blah blah, please leave a messege." DON"T LEAVE A MESSEGE!!! This way, you get to find out "so & so's" name.
2) If they DO answer, say "Hi is Tim there?... Is this (insert cell#)?... I've reached him here before, did you just get this number or have you had it for a while?... Ok, well what I do is give out these promotional coupon books for free and he begged me to call him the next time I did but since he's not there anymore, today's your lucky day. You're gonna get a free Gold-C Coupon book withover $2000.00 worth of coupons for free and if you want to order another one just call the number on the book, but this one is totally free... pretty cool huh, where do I send it?... ok, and should I put attention you?... sure what's the name?"
Done!!! It takes a little bit of guts but it works. I've actually done it for a friend of mine about a year ago. Good luck.

I don't think you can do it for free, but you can do an NPA NXX search (link below) and find out where the number is from and/or the service provider. Then you'll have to schmooze with folks who sell the service (not necessarily the service provider -- they're tough to crack, but usually the guys at Radio Shack can be a little easy to persuade).
