Someone you give as a reference may be torpedoing you. Have a friend call all of your references posing as an employer and see what they say.
Dress for success depends on the job. If they wear three button polo shirts there and you show up in a suit you don't look like you fit in. You are supposed to dress a little better than they do on that job. For example if you interview where they wear jeans, you come in khakis, not a suit.
At least you made it to an interview. Most people don't make it that far. You might rehearse with a friend and get some feedback as to how you come across. I have a friend who wrinkles her nose and makes faces when someone asks her a question. She doesn't know she does that. That does not sit well with an interviewer. Job coaches often have a person videotaped when they practice interview and play it back to them so they can see that they kick the furniture and do other things that don't come across well

If someone feels unworthy, bad about themselves, etc, There is no "dress for success" that will keep that from showing. However that person can shift the fact that they interviewed and were rejected 50 times and make some new and better choices.

50 rejections is an opportunity to get really clear and be selective. When you know your value, and a company that matches your values, the opportunities will start to come in to play, when you get your mind out of the way... See the problem is probably that the individual was more focused on failure or avoiding failure than presenting their best self!

It starts with believing the right job is out there, and it does not matter how many failures, consistent action will get results, it is a matter of time, and allowing your self to receive the opportunity.
