Advantages - we might have some hope of reducing the damage caused by human overpopulation. At current population levels, the ecosystem will continue to degrade and food sources will continue to vanish.

Disadvantages - enforcement could get ugly. It may require forced sterilization after the 2nd child. It will take a monumental effort to keep the population focused on the goal.

plenty of time to get the children to school on time.....in first grade they could teach you how to spell "polocy"....
