Because it is the language of the Phonecians who were some of the Western World's earliest sailors. They travelled all over the unknown world at the time communicating as best they could with everyone they met. They developed a written language of "sound words" which allowed them to remember how to communicate with this group of people and that group of people.
What we use now is phonetic spelling or small words which describe each sound based upon our alphabet.

It does seem a bit contradictory, but the base syllable is "phone" which refers to a speech segment, or a component of a speech segment.
So the use of "phone" as part of "phonetic" is entirely consistent, and in fact is phonetically spelled.

Because the language always come before the rules. The English language is such a messed up language to learn. So many ridiculous exceptions.
"I" before "E" except after "C". Then why is "weird" spelled "weird"?

Because of its Greek origin.
You could equally ask why isn't English spelled (or spelt!) Inglish.
GHOTI = Fish
GH + F as in enough
0 = I as in women
Ti = sh as in nutition
Don't we have a wonderful language!!?
