Would I have the same IP Adress if I were to take my laptop to a cafe? Or would it change?

The IP address is assigned depending on the connection.
Yes it woud change if you were to plug your laptop up at an internet cafe.
But if you go back home you'd get back the same IP address
note that there is 2 IP addresses here, the IP of the actual internet connection, and an IP that is assigned by the router

It's both.
There are two ways to set IP address. Fixed or dynamic (DHCP).
In corporation, most of the server are using fixed IP or IPs. The IP address is assigned by the network admin, because they need the static IP to run services without change it once a while.
Most of PC connet to internet are getting IP from the DHCP server, which means you will get a new IP when it's expired even connect from the same cable provider.
If your provider give your multiple fixed IPs, you can assign them to your pc. It other words you can have multiple IPs on your computer doing different things like hosting.

It depends on your laptop itself. If your Network Connection is set to manually configured IP addresses, then no matter where you go, your IP will still be the same. Well, if what you are asking is LAN Static IP address.
LAN Dynamic IP Address are assigned by the Router's DHCP servers.
WAN Static IP address are assigned by the ISP for you when u subscribe with them.
WAN Dynamic IP address is assigned to you everytime you connect to the Internet.

It would change. The IP address will be different from the one at home. All networks assign different IP addresses to any computer that is newly connected.

of course it would change. every internet connection has their own IP. Different ISP different IP allocation to their users
