I pierced both My ear lobs when I was 15. All I did was push a needle (sewing) through from the front to the back and into a matchbox. It didn't hurt too much. Then I swabbed them with iodine. That's the bit I remember the most.
Have them done by a professional. Either a Tattoo Artist or a Chemist, even a jewelry shop owner will do it for you when You buy Your sleepers. Before You get Yours done ask the person who is going to do them to explain the procedure to You. Have a look at the equipment and the condition of the location. Today the ears are pierced with a small "gun" which just makes a click noise and "hey presto" You have Your first piercings. Normally You are given some antiseptic to help maintain the site of the holes. Read the instructions and use it as directed. Remember to ask for "Hypoallergenic" jewelry, so as to ensure that You do not get an infection. The holes take about 2 weeks to heal, and then they are in for life. Hope You enjoy Your ear rings.

Your folks have final say as long as you (15) are in their house and you live there. You are still a minor. Wait three yrs and you will be 18 and leave the house, then do it. If I read your email correctly, you already have one piercing in each ear. And now, you want two more in each ear - one in the cartilage above and another below. Ask yourself why you really want this. Also think of what you will look at 50. You may not think you'll ever get to be that old, but hopefully you will.
Now this may sound like I am really old fashioned, but I am not.
If you really want them, you pay for a professional to do it so it is safe. You buy all the jewelry you want. Wait till your 18 and pierce what you want.

It's not really dangerous, I mean, it can get infected if you don't take care of it. If you go to a well-known, professional, clean place to get it done, and if you keep it clean with alcohol and follow the directions they give you, it should be alright. I have 5 piercings in my ears and they are fine. You can do an internet search on ear piercings and come up with all sorts of websites.

It's a lot safer if you go to a professional than having your friends do it. You might get an infection if the conditions aren't sterile. I can't imagine any reason why it would be more dangerous if you wait until you're older. I don't know how strict your parents are, but maybe it would be a good idea to wait until you're 18--you'd be an adult and you can do whatever you want.

its so well known in some circles that its almost considered fact: the more piercings you have, the more likely you are to develop an allergy to metal. The more piercings you have also increases the number of metals you'll potentially become allergic to....
Dont believe me - search "google scholar" then "piercings" and "metal allergy"
You'll come up with a whole bunch of dermatology and allergy medical journals
Its why I cant wear any of mine anymore, and I have painful scars where they were.

Yes, if you don't care for the open wound properly with alcohol and/or peroxide.
Initally you should turn the earrings a few times daily.
Later, on you have to use hypo-allergenic or pure metal (gold silver) to not risk health problems and clean the studs before and after use.

I were given a 2d ear piercing and each little thing become positive. although I do propose going to a professional and getting it executed. it is no longer that prime priced and it is definitely truly worth it.
