Its simple the same name given to the phobia, the phobia is Nyctophobia a person who has Nyctophobia is a Nyctophobic.
There is more than one name they can also be
a Achluophobic
a Lygophobic
a Myctophobic
or a Scotophobic

Dark or night- Nyctophobia.
Dark place, being in- Lygophobia.
Darkness- Achluophobia or Myctophobia, or Scotophobia.

Not sure what you call the person afraid of it.

This would be an Anxious or Panicky Person.
Just use the ending: phobic and you have the identifier.
Achluophobic.
