I used sculpey and elastic clay.
sculpey clay is too hard for children. As for elastic clay, which is suitable and good to teach colour mixing, the problem is it's too costy.

By "elastic" clay do you mean Plasticine clay, the traditional clay used for modeling that does not dry out because it is softened with oil. You can get it cheaper by going to ceramic supply places. The bulk blocks will usually be green.
If you are talking small kids, you might make the flour and salt "clay" try the source or search "flour salt clay"
