If you layed outside on a bight sunny day for along time you could get a little color. Vegas is not really that far south, and in January the sun is not all that strong. Even if you get a warm day you would have to spend an awful lot of time outside before you get a tan. And remember that often it is only in the 50's or 60's that time of year so you may not be to comfortable laying outside in a bathing suit.

Tanning comes from exposure to Ultraviolet light. The location on the planet or time of year does not stop you from getting a tan. Even clouds will not prevent tanning or burning.
A low angle of the sun in respect to you will make it take longer to get a tan or burn. So the best time of day to tan/burn is when the sun is high in the sky in the summer. With or without clouds.
For a slower tan/burn, early morning or late afternoon.
Of course the closer to the Equator the higher the sun's location. The closer to the poles the sun will have a lower angle year round.
