I have an idea, have gone so far as writing the basic structure, rules, timings, etc, but have no clue how to get the idea in front of the right people to get it financed and produced, or, purchased outright.

Register a draft with the Writer's Guild of America for copyright protection for 5 years. It cost $25 last time I did it.

go to hollywood or New York, and go to the big networks headquarters they have special offices and and people that'll give you like 15 minutes to pitch your idea.
